In asking for permission, may is used to accomplish the standard of politeness. While can refers to the casual one. Looking at the sample sentence (May I use the dictionary Sir?) we can guess that there is a high respect to the person whom we ask for giving the permission. The next example (Can I borrow your dictionary?) is used when the speakers have close relationship/ equal position.
In offering help if someone says that he/she may help us we can’t make sure that he/she will really give a help. Referring to this example (I may help you with your homework) we are not sure whether the person who offers us help will really help us finishing our homework or not. On the same hand, he might not sure whether he is familiar with the materials or not; we don’t know it yet. The certainty of using may is 50%. However if someone use can (I can help you with your homework) we will absolutely sure in 100% to the person who offers the help that he can help us finishing our homework.
